A message from our President....       

Welcome to the homepage for the Kansas Association of School Personnel Administrators (KASPA). KASPA is in its fourth year of existence, and we include administrators in both urban and rural areas who are directly involved in the human resources/personnel operations.

As an organization we are interested in serving the regions in Kansas by hosting meetings with administrators to address human resources/personnel issues facing school districts. 

If your professional responsibilities include any human resource or personnel functions, participation in KASPA will benefit you. The membership dues are inexpensive and the benefits worthwhile. We offer professional updates and workshops.  We also solicit ideas and ask questions as to how other districts are managing human resource issues.

 

We encourage you to join KASPA and participate. Together we can bring items of concern or suggestions to our State Department, or our state colleges and universities related to school district personnel and candidates.

Pensions Committee to Tackle KPERS-Teacher Shortage in Coming Months

    The Joint Committee on Pensions, Investments and Benefits announced today they will be studying the issue of working after KPERS retirement, especially as it relates to the teacher shortage across Kansas.

    The Committee is looking for potential solutions that don’t have the effect of actually encouraging more teachers to seek early retirement. USA|Kansas, under the leadership of Dr. Rob Balsters, President (USD 345 Seaman), will soon be convening a special committee to examine this issue and draw up potential solutions to present to the Joint Committee and others in the coming months. It is especially critical that USA|Kansas and other interested parties get an early jump on the issue this year, so sound recommendations and early legislative support will be in place for the 2009 legislative session.

     The Committee will also study the issue of third-party teacher contracts.  According to Kansas State Department of Education (KSDE) records, school districts were employing approximately 638 retired teachers in the 2007-08 school year that were being paid more than $20,000; of that number, 33 were employed through private contractors.  KSDE and a number of legislators are concerned that the law may be too vague on these types of contracts and needs to be clarified, whether the practice is allowed to continue or not.

     USA|Kansas will send out notice prior to the Joint Committee holding hearings on the KPERS issue, so interested members may testify or otherwise participate in these deliberations.
